Memorandum signed in Chisinau: Moldova, Poland to cooperate in energy efficiency sector

Chisinau, 18 November /MOLDPRES/ - Moldova will cooperate with Poland in the energy efficiency sector. A memorandum to this end was signed in Chisinau today. The document implies the consolidation of the cooperation in the energy transition, with emphasis on the energy efficiency of buildings and the process of de-carbonization, in order to support Moldova’s integration into the European Union.
At the event on the memorandum’s signing, Energy Minister Victor Parlicov stressed that the Memorandum would contribute to the attraction of new investments in the sector of buildings and would have impact on the economic development of the entire country.
„The centralized heating systems of Moldova, from the viewpoint of the technical parameters, are ones of the most efficient. But only this fact is not felt by the consumers, because the systems of distribution of the thermal agent inside the blocks of flats have not been modernized as yet and the blocks have low energy efficiency. Thus, our goal is to create better conditions and enhance the thermal comfort of the consumers. We have a financing assigned of over 300 million euros in Chisinau alone, for the modernization of the blocks of flats and investments in the energy efficiency with the support of development partners,’’ Victor Parlicov said.
The memorandum implies also several concrete sectors of cooperation, including the exchange of knowledge and good practices in the field of energy efficiency of buildings between Poland and Moldova, legislative solutions and business models, exploring of opportunities for energy efficiency projects, organization of workshops and training courses, as well as support for the implementation of IT instruments for energy efficiency of buildings and assistance in the carrying out of audits and energy performance certificates.
The Memorandum was signed during a visit to Chisinau by Polish Minister of Development and Technology Krzysztof Paszyk.
In Moldova, the buildings’ sector is the biggest consumer of energy, with almost 50 per cent of the final consumption of energy and studies show that one quarter of this energy is lost because of the low energy efficiency. Moldova assumed the goal to annually energy optimize 0.8 per cent of the area of the country’s buildings. In this respect, the Fund for Energy Efficiency in the Residential Sector of Moldova was launched. The Fund provides grants for the improvement of the energy efficiency in residential buildings and private houses, with over half a million of square metres of dwelling space due to the rehabilitated in the next three years. At the same time, more dedicated projects are carried out, which imply works of energy efficiency of public buildings.
