Moldovan government approves new measures for efficient management of public patrimony

Chisinau, 18 December /MOLDPRES/ - The cabinet today amended the list of farmlands owned by the state, in order to ensure the efficient management of the public patrimony and meet the requests on behalf of the citizens and local public administration, the government’s communication department has reported.   

The changes were necessary for reasons that the list, compiled in 1995, contains a string of lands on which there are constructions and which can no longer be used in the agricultural process. At the same time, in acts, they continue to appear as farmlands. Among them, there is the headquarters of the Mayoralty of the Carpineni village (central Hancesti district), the buildings of the Animal Husbandry college from Bratuseni, vocational schools from Taul, from Soroca and Svetlii village, etc.      

Thus, if there is intention to reconstruct any building of the aforementioned ones, the getting of an urbanism certificate and implicitly, of an authorization, would be impossible, in conditions when the constructions which can be erected on farmlands are limited to activities strictly related to the practical agriculture. 

Another problem which will be solved through the draft’s approval deals with the constructions which during timed have been privatized independently from the land and because of the fact that they are legally found on farmlands, they cannot be turned to account.   

„Our initiative comes with a clear-cut solution - all lands will be identified and registered according to their present purpose. The ones on which there are constructions will be excluded from the list of farmlands and will be managed according to the legislation for the turning to account of the state’s public property. Thus, the local administrations will be able to use these lands, in order to access funds for the modernization of the public infrastructure and the private owners will be able to develop economic projects on the concerned lands,’’ the director of the Public Property Agency, Roman Cojuhari, said.
