Moratorium on employments in public sector extended in Moldova till 31 December 2025

Chisinau, 30 December /MOLDPRES/ - The moratorium on the employment of staff in the public sector has been extended till 31 December 2025. The government took the decision, in order to ensure an efficient management of the financial resources available and direct them to priority sectors.
Thus, the moratorium regards 17,441 vacant offices, registered on 30 November 2024, both in the central public authorities and local ones.
On the period of the moratorium, the employment of staff in vacant positions is carried out with the monthly maintenance of the number of vacant offices per public authority/institution.
At the same time, the provisions of the draft allow the possibility of the employment, on the period of the moratorium, of the strictly needed staff for the carrying out of the public authority’s mission, for the fulfilment of the priority tasks, in the context of the implementation of the requirements on accession to the European Union or in the case or reorganizations, with the exceeding of the number of vacant positions indicated, through coordination with the Finance Ministry.
At the same time, the administrative and territorial units, autonomous public authorities of the National Social Insurances House are recommended to suspend the employment of staff to the vacant offices registered.
Finance Minister Victoria Belous said that the draft’s provisions did not apply to the positions for which, on the date of the decision’s entrance into force, contest had been announced.
According to the draft’s informative note, for the 2025 year, the staff expenses are estimated at 29,814.5 million lei, up by 8.29 per cent against the expenses approved for 2024.
