20:00 | 30.09.2024 Category: Interview, Event

Chisinau, 30 September /MOLDPRES/ - Interview with Extraordinary and Plenipotentiary Ambassador of the People’s Republic of China (PRC) Yan Wenbin, on the occasion of the 75th anniversary of PRC’s Proclamation. The interview was given with MOLDPRES, TRM, www.Noi.md, Infotag.

Mr. Ambassador, please accept our congratulations on the occasion of the holiday. The 2024 year marks the 75th anniversary of the proclamation of the People’s Republic of China. Which are the principal achievements of the Chinese people by this remarkable anniversary?

The 75th anniversary of the proclamation of the People’s Republic of China is marked this year. In the last 75 tears, under the leadership of the Chinese Communist Party, China has switched from the phase of poverty and weakness to relative prosperity and created two miracles in the history of human development and namely the quick economic development and the long-term social stability.

This year, China continued its efforts of industrial modernization and independent scientific and technological development, with such emerging industries as integrated circuits and artificial intelligence in dynamic development, the Beidou navigation providing services worldwide; the commercial flights of the aircrafts produced in China and the vehicles with new energy popular in the world. The Chinese mission Chang'e 6 managed to bring the first sample from the back side of the Moon in the history of the mankind, bringing successfully 1,935.3 grams of Moon samples. This was also the most advanced mission of Moon’s exploration from the technological viewpoint in the space history of China till present.

Chisinau attaches, also, a great importance to the sustainable development and promotion of the harmonious coexistence between humans and the nature. At the beginning of the foundation of the People’s Republic of China, the country’s coverage with forests was of as little as 8.6 per cent, with galloping sand storms and a quite serious soil’s erosion. At present, China is the first country of the world which reached ‘’zero growth’’ as regards lands’ degrading and its coverage with woods increased by 24.02 per cent, thus becoming the principal force in the global ‘’ecologization.’’

It is difficult for us to enumerate all our achievements, but I would like to sum up in a single world: industrialization. In the last 75 years, China has carried out the most comprehensive industrial revolution in the history of the mankind, becoming the biggest industrialized country of the world and successfully explored the way to modernization in Chinese style.

There are more reasons for China’s success, but I believe that the most important one is the stable leadership and namely the Chinese Communist Party (CCP). CCP ensured the coherence and continuity of  China’s development policies and strategies. This is the reason for which our country is capable to formulate and enforce long-term plans for 5, 10, 20 and even 50 years.  No other country but China is capable for such a long-term planning, which represents our unique advantage.

The 46th anniversary of the enforcement of the reform and open-door policy is marked this year and the third plenary session of the 20th Central Committee of CCP has recently taken place. What was the policy’s impact on China’s development, especially on its image on the world stage?

In December 1978, the third plenary session of the 11th CCP Central Committee took the historical decision to reorient the party’s and the country’s activity to the economic construction and to enforce the reform and open-door policy. We have always adhered to this policy, which has lasted till present almost 50 years. We pursued the development through openness, promoting, at the same time, the development of the world through our own development. China is presently an important commercial partner for more than 150 countries and is already one of the biggest foreign investors in the world. The third plenary session of the 20th CCP Central Committee, which took place in last July, formulated a string of comprehensive reforms of high-level openness, which have already started being enforced. This is crucial for the future development of China and proves China’s clear attitude in the new age to learn from each other and to cooperate with the rest of the world for mutual benefits.

China pursues an independent foreign policy of peace, follows the road  of peaceful development, commits to promote the edification of a community of common destiny for the mankind, support the equal and orderly multi-polarity and the inclusive and comprehensive globalization. China presented also a string of major initiatives, such as the One Belt one Road Initiative for global development, the Global Security Initiative and the Global Civilization Initiative. China nears the centre of the world’s stage and edified an image of great, just, inclusive, open and dynamic independent power.

China is one of the important economic partners of Moldova. Moldova imports from China a wide range of products, beginning with essential ones up to telecommunication equipment and exports a big quantity of wine to China. In what economic and commercial sectors China and Moldova still have a great potential of exploration?

China’s vast market has always been open for the enterprises from Moldova. As we everybody know, the wine of Moldova, with the high level of technology of fabrication, good quality and low price, is also appreciated by the Chinese consumers and Moldova can continue extending the scope of the wine exports to China. Presently, the Chinese authorities consider requests for export of agricultural products to China, such as groats of grape seeds, groats of sunflower seeds, grape and carrot seeds, etc. At the same time, we invite Moldovan producers of agricultural products to submit also other applications on the export of  other agricultural products to the Chinese authorities, so that the types of highly qualitative agricultural products exported by the Moldovan side to China are continuously enriched.

China encourages and supports the Chinese enterprises to invest and develop businesses in Moldova, to consolidate the cooperation in the field of new energy, information technology, infrastructure and processing of agricultural products and to take efforts, in order to make quick progress, so as to achieve mutually advantageous results.

Last summer, the China-Moldova Investment Cooperation Forum took place in Chisinau, in which representatives of about 20 companies from China participated. What results did the forum achieve? Did concrete projects and agreement exist?

In June this year, we organized, for the first time ever, a China-Moldova cooperation forum in the investments sector in Moldova, in order to provide a platform to entrepreneurs from the two countries to communicate between them and explore business opportunities. Over 20 representatives of big Chinese companies participated in the event; this was the biggest delegation of Chinese companies which visited Moldova during those 32 years since the establishment of the diplomatic relations between the two countries. Prime Minister Recean met that delegation, which also fully shows the special importance which the Moldovan side attaches to the deepening of the pragmatic cooperation between the two countries.

Following the forum, the entrepreneurs from China and Moldova continued to anchor and some preliminary results were achieved. At present, relevant enterprises in the new energy field from China actively participate in the project on international tender for the construction of new energy of 165 MW (105 MW wind energy +60 MW solar energy), issued by Moldova’s Energy Ministry. The second largest provider of PDF software in the world, Foxit Software China, signed a memorandum on cooperation with the State University of Moldova, which allows providing the University for free 14,000 licences of use for the Foxit PDF software. China Road & Bridge Corporation, Shandong Hi-speed Company and other strong companies financed by China actively cooperate with the relevant infrastructure sector, in order to establish business contacts and endeavor to exploit the points of cooperation in the infrastructure sector. From the Embassy’s activity, we see that ever more Chinese enterprises are interested in cooperating with the Moldovan side.

Starting from this year, the Embassy of China in Moldova organized a string of activities in the culture and art sector. Which is the impact of these activities on the bilateral relations?

Our Embassy this year organized a rich variety of activities. In the beginning of the year, I participated in the activity of the Happy Spring Festival, organized by the Ion Creanga National Library for Children and the Confucius Institute of the Free International University of Moldova organized a cultural show on the Chinese New Year and stamps of the Dragon’s Year were issued for the first time ever. These aforementioned activities made the Moldovans, especially children, know more about the culture and customs at the Chinese New Year. In last May, our embassy, along with the National History Museum of Moldova, organized an exhibition of Chinese culture of clothes, Dialogue in space and time. The exhibition displayed to Moldovan public costumes of the ethnic groups Miao, Tibetan and Uigur from China, as well as the ones of the Ming dynasty, Qing dynasty and from the modern epoch. In September 2024, we organized the concert in Chinese style, Rhapsody of the Dragon, in cooperation with the National Symphony Orchestra of the Teleradio-Moldova Company. At our official reception on the National Day, we also gave a show, including martial arts, accordion solo, Chinese folk songs and dances, so that the Moldovan people better and more clearly understand the Chinese culture.

The mutual appreciation of the civilizations fits the well-being of the two nations. The embassy will also continue to promote more remarkable Chinese cultural groups to come to Moldova and to attract Chinese students and tourists to come here, in order to communicate with the friendly and intelligent Moldovan people.

China is a supporter of a peaceful settlement of the conflict between Russia and Ukraine and made more efforts, in order to solve the conflict as soon as possible. How do you think the conflict should be finished as soon as possible?

As far as the conflict is concerned, China has always had an objective and impartial position and insisted on discussions and peace. Several days ago, Chinese Foreign Affairs Minister Wang Yi, at the general debate of the 79th session of the United Nations General Assembly, stressed that it was still difficult to put an end to the Ukrainian crisis and the most urgent task was to insist on the principle of ‘’avoiding the expansion of the battlefield, of escalation of fights and stimulating the situation’’ and to promote the calming down of the situation as soon as possible. What China does is to play a constructive role in mediation, persuasion and negotiation, rather than throwing oil on the fire or taking advantage of the situation. During the session of the General Assembly, China, along with Brazil and other countries of the Global South, created a group of ‘’friends of peace,’’ in order to support the goals and principles of the UN Charter, to reach consensus for a political solution to the crisis and to contribute to the achievement of the peace perspectives.

Moldova is in immediate neighbourhood of Ukraine and the crisis had a huge impact on all aspects of the Moldovan society. I hope that, in the current complex situation, the sides will be able to discuss as soon as possible, so that the peace can come as quickly as possible. China has always been on the right side of the history, adhered to the peaceful development and the mutually advantageous cooperation and promotes the world towards peace, security, prosperity and progress.
